Born Hartsville SC July 26, 1946, to Rachel Taliaferro Miller and Samuel Frederick Richey. Graduated Hartsville High School 1965, Attended Wingate Jr. College before joining the US Air Force.
Served in the Air Force in Missouri at Whiteman Air Force Base, "A SAC trained killer." Married and divorced while in the service.
Graduated, Central Missouri University, 1973.
Worked 15 years with Tandy Corporation, (Radio Shack) and retired.
After eight years of retirement, became a scuba instructor under two agencies, PADI (Professional Association of Dive Instructors) and IANTD (International Association of Nitrox and Technical Divers).
In July of 2002, Frank became a Course Director for PADI.
